Delhi govt to revise 2019 Climate Action Plan, submit draft policy to Centre: Gopal Rai

The rapid environmental degradation over the last few years has prompted the Delhi government to revise the 2019 Climate Action Plan and a draft policy on it will be submitted to the Centre in the next two weeks, Environment Minister Gopal Rai said on Wednesday.

Addressing a press conference here, Rai said, "The rapid environmental degradation we have witnessed over the past few years prompted us to initiate a review of the 2019 policy."

Refusal of permission to meet Kejriwal in jail 'arbitrary': Sandeep Pathak to Delhi HC

Pathak, in his plea, sought a direction to the jail authorities to allow him the right of physical visitation and interview with Kejriwal.

He submitted that he has not been in violation of Rule 587 of the Delhi Prisons Rules as alleged by the authorities.

Rule 587 states that the conversation at the interviews with inmates shall be limited to private and domestic matters and there shall be no reference to the prison administration and discipline and to other prisoners or politics.

Some of the statements the jail authorities claimed Pathak made after visiting Kejriwal are – "Kejriwal is CM and will remain the CM and if needed he will run the government from inside the jail" and "From next week onwards, the CM will call two ministers to jail every week, there he will review their departments and give them guidelines and directions".

On April 24, just an hour before the meeting, Pathak received an email from the jail authorities stating, "Further, the request of physical mulakat of Sandeep Kumar Pathak has not been considered as he misused the mulakat facility by making statements against prison administration and has issued political statements after his physical interview and such conduct is in violation of Rule 587 of Delhi Prison Rules, 2018 and his Mulakat facility is restricted accordingly."

The jail authorities, in its reply to the petition, said the plea was baseless and malicious and liable to be dismissed. (PTI)

Refusal of permission to meet Kejriwal in jail 'arbitrary': Sandeep Pathak to Delhi HC

AAP Rajya Sabha MP Sandeep Kumar Pathak Wednesday contended before the Delhi High Court that the prison authority's decision to deny him a meeting with Chief Minister Arvind Kejriwal in jail was "arbitrary, illegal and completely unjustified".

The jail authorities had permitted Pathak to meet Kejriwal twice in April but refused to give him permission this time, claiming that certain statements made by him after meeting the chief minister were in contravention of prison rules and mostly politically motivated.

Opposing Pathak's plea, the jail authorities contended before the court that he deliberately violated the prison consideration and spoke to the media on the deliberations he had with Kejriwal and that the prison administration is not in favour of allowing him the facility of physical "mulakat" with the inmate in view of his past conduct. AAP govt failed to tackle waterlogging; Delhi turned into a slum: BJP

With parts of Delhi witnessing severe waterlogging following a spell of heavy rainfall on Tuesday, the BJP slammed the AAP government and its agencies, accusing them of turning the city into a "slum".

No immediate reaction was available from the ruling Aam Aadmi Party over the BJP's charge.

The Delhi government led by Aam Aadmi Party (AAP) and its 60 MLAs have failed to tackle the problem of waterlogging, turning the entire city into a slum cluster, Delhi BJP president Virendra Sachdeva alleged.

Sachdeva demanded the government identify perennial waterlogging spots in the city and depute marshalls to prevent people from going there during rains.

"In the upcoming Assembly elections, the Arvind Kejriwal government's failure to address the waterlogging problem in the rainy season and provide clean drinking water during summer will be the major issues," he said.

The people of Delhi are once again suffering due to the "negligence" of the Delhi government, said the Delhi BJP president, citing waterlogging at several places like Badarpur, ITO, Mundka, Chhatarpur, Sangam Vihar, Karkardooma, Vasant Kunj and Najafgarh.

"As Delhiites headed to work this morning, they were surrounded by water and the city came to a standstill until afternoon due to the rainfall," he claimed. (PTI)

Delhi hit by morning showers, waterlogging leads to traffic snarls

Delhi woke up to an overcast sky on Tuesday as early morning showers lashed the city, leading to waterlogging and traffic snarls in several areas, with the maximum temperature settling at 33.2 degrees Celsius, a notch below the seasonal average.

Humidity levels oscillated between 100 per cent and 71 per cent, according to the India Meteorological Department (IMD).

During the early hours, downtown Ridge recorded 72.4 mm of rainfall, while Safdarjung, the city's primary weather station, recorded 28.7 mm, Lodi Road recorded 25.6 mm and Ayanagar recorded 2.2 mm, according to data shared by the India Meteorological Department (IMD).

Southwesterly winds are feeding moisture from the Arabian Sea into the Monsoon trough, which is passing through Delhi. Additionally, cold, dry air associated with a localised, weak western disturbance has interacted with warm, moist monsoonal winds, resulting in the intense early morning showers in Delhi, according to the IMD.

The Met office has predicted generally cloudy skies with light rain for Wednesday.

The maximum and minimum temperatures are likely to hover around 33 and 25 degrees Celsius, respectively. (PTI)

Delhi govt urges Railway Minister to resolve problem of waterlogging at Zakhira underpass

Delhi PWD Minister Atishi on Tuesday wrote a letter to Union Railway Minister Ashwini Vaishnaw, urging him to resolve the problem of waterlogging at Zakhira underpass during the rainy season.

She said as per information available with her, the main cause of waterlogging at Zakhira underpass was rainy water coming from the area belonging to the Indian Railways that was not channelised as there was no culvert there.

The water from the surrounding areas along with debris and garbage flows into the underpass, said the minister pointing it was decided earlier that an additional drain and culvert will be constructed by the Railways on its land with 50 per cent cost sharing with the Public Works Department (PWD) of the Delhi government.

"In accordance to the agreement, the PWD deposited its share of Rs. 2.70 crore on July 18, 2023. However, the situation remains the same till date as no culvert has been built by the Indian Railways," she stated in her letter. (PTI)

Manish Sisodia accuses BJP, LG of obstructing desilting of sewers

AAP leader Manish Sisodia on Tuesday accused the BJP and Delhi LG of causing inconvenience to the people by obstructing work on desilting of sewers and water supply.

Sisodia made his allegations during his 'Padyatra' campaign in Ghonda constituency.

Meeting people in the constituency that is currently held by the BJP, Sisodia, recently released from jail, said he was relieved of his pain of imprisonment by the love of the public.

"If you are in jail, some inconvenience is bound to happen but your love and respect has relieved me of all the pain of the last 17 months," he said.

He also urged the public to pray for release of Delhi Chief Minister Arvind Kejriwal, who is in jail since his arrest in connection with excise policy case on March 21.

"The BJP and LG stopped many such works that caused problems to the people like water supply and cleaning of sewer. We will get it corrected after Kejriwal walks out. The conspiracies of the BJP will fail ultimately," he said.

Kejriwal and Sisodia were not arrested because of any "scam" but because they work for the people.

"It's BJP's conspiracy to obstruct works of Delhi government so that people are harassed," he charged. (PTI)

Court not super regulator, says HC on Swamy's plea against Axis-Max transaction

Stating that it should not act as a "super regulator", the Delhi High Court has refused to interfere with the alleged fraud committed by Axis Bank to make "undue profits" through sale and purchase of shares in Max Life Insurance.

A bench headed by Acting Chief Justice Manmohan, while dealing with a PIL on the issue filed by BJP leader Subramanian Swamy, asserted that the tendency to examine commercial transactions under Article 226 jurisdiction of the Constitution is to be eschewed, especially when the respective sector regulators are seized of the matter.

The court closed the proceedings on the PIL with directions to markets regulator SEBI and the Reserve Bank of India (RBI) to complete the investigation in the matter as expeditiously as possible and take further action that is required.

In his petition, Swamy alleged Axis Bank made undue profits totalling Rs 4,000 crore from the sale and purchase of equity shares of Max Life in a non-transparent manner and in violation of the applicable regulations.

"This court is of the view that where a field is regulated and where an appropriate regulator has either already taken note of and addressed the transaction or is investigating the said transaction, the court in writ jurisdiction should not interfere. In such a situation, the regulator must be allowed to do its job," said the bench, also comprising Justice Tushar Rao Gedela, in an order passed on August 12. (PTI)

Consider plea against sale of hookahs online: Delhi HC to Centre

The Delhi High Court asked the Centre on Tuesday to treat as representation and pass appropriate orders in three months on a petition against the alleged illegal sale of hookahs and its variants, without any health warnings, on e-commerce platforms.

A bench headed by Acting Chief Justice Manmohan said the petitioner, Jagatmitra Foundation, filed the public interest litigation (PIL) without first approaching the authorities and asked it to file appropriate proceedings if it is not satisfied with the decision taken by the authorities.

"He is highlighting an important point. You must decide. He is saying the field is covered by statutory provisions which are not implemented. You must lay down a standard of procedure," the court told the Centre's counsel.

"The writ petition is disposed of with direction to respondents to treat the writ petition as a representation and pass appropriate orders, including taking necessary action in accordance with the law, within 12 weeks," the bench, also comprising Justice Tushar Rao Gedela, ordered.
